WHY CI-134 MATTERS
The Problem
Montana property taxes have surged in recent years — outpacing inflation, outpacing wages, and forcing long-time residents out of homes they’ve owned for decades. For 20 years, local governments have raised property taxes more than 6% per year, increasing your tax bill. CI- 134 changes that.
THE SOLUTION
CI-134 amends the Montana Constitution to cap annual local property tax increases at 2% per parcel. Homeowners will use their most favorable recent tax year as the starting point. It’s permanent protection — not a promise politicians can quietly undo.
WHY CI-134?
How does the cap work?
CI-134 amends the Montana Constitution to cap annual local property tax increases at 2% per parcel.
Do we need this?
Yes. Montana property taxes have surged in recent years — outpacing inflation, outpacing wages, and forcing long-time residents out of homes they’ve owned for decades. For 20 years, local governments have raised property taxes more than 6% per year, putting a heavier burden on you. CI-134 changes that.
Who will the cap benefit ?
Homeowners, business owners, farmers, and ranchers. The cap applies to residential, commercial, agricultural, industrial, timber, and all other real properties. Homeowners are the biggest winners, since they’ll use their most favorable recent tax year as the starting point for the cap.
Will it hurt schools?
No. CI-134 protects schools. Public school levies are exempt from the 2% cap.
Can communities still invest in local needs?
Yes. A voter-approved mill or bond levy can exceed the cap — communities decide, not politicians.
Will CI-134 undo voter-approved levies?
No. The levies your community chose to support stay in place. CI-134 only applies going forward.
DOES CI-134 MAKE IT HARDER FOR COMMUNITIES TO APPROVE MILL OR BOND LEVIES?
No. CI-134 keeps the current system fully intact. Voter-approved mill or bond levies can still exceed the cap. Communities decide with a majority vote, not politicians.
DOES CI-134 CUT FUNDING FOR LOCAL SERVICES AND INFRASTRUCTURE?
No. CI-134 does not cut local government funding for services or infrastructure. As property taxes skyrocket and threaten to force long-time homeowners, including seniors, out of homes they’ve owned for decades, CI-134 simply places a 2% annual cap on local property tax increases per parcel. The cap protects homeowners, business owners, farmers, ranchers, and all other real property owners, while still allowing voter-approved mill or bond levies to exceed the cap. Communities decide, not politicians.
Can the legislature and politicians undo it?
No. CI-134 amends the Montana Constitution. That makes the cap a permanent protection — not a promise politicians can quietly undo.
